Attached you will find the first
Massachusetts STaR Chart
(School Technology and Readiness Chart). It has been derived
from the Texas chart of the same name.
There are several reasons why ETAC has developed this chart,
with its glossary, support position "papers" and other addenda.
- ETAC believes this is the beginning of a new strategic
plan for Massachusetts to improve student learning with the
use of technology. This plan will look at expectations for
schools, teachers and students in the Commonwealth .
- ETAC believes it is important to have clear standards
for every school district. We built benchmarks for 2006 into
the chart: they are the Proficient Tech level of the
following columns:

- This chart can provide guidance to the Massachusetts
Department of Education on grant distribution by offering a
common set of goals.
- This chart is a central part of the Massachusetts
Technology Plan required by the US Department of Education,
which the Massachusetts Department of Education needs to
submit by March 2003.
There are several assumptions built into this work:
- That technology should be integrated into teaching and
learning so that its use extends opportunities and potential
for all students.
- That the effective use of technology involves many
elements specified in the chart by the 23 columns.
Technology in education, used appropriately and effectively,
is a complex set of interactions of people, materials and
dimensions.
- That the chart will be reviewed and updated annually.
- The chart is "forward looking" because technology
constantly changes and educators need to consider how these
changes impact teaching and learning.
We appreciate the work done by Texas. We also appreciate the
responses of many of you to our posting and distributing of
draft versions of the chart. This version (v1.0 1/27/03)
reflects many of your contributions as will future versions..
